Introduction
The global data protection environment has changed significantly since the GDPR was enacted in 2018 with emphasis shifting to security, governance and data management, and whilst COVID-19 has made it difficult for people to travel from one country to another, international data sharing has increased significantly in both volume and scope. Recent years have also seen a rise in the number of countries imposing data protection laws and in the activities of data protection regulators, in particularly as regards the handling of data losses. It is therefore vital for international businesses handling personal information to keep up-to-date on data protection regimes in the jurisdictions in which they operate.
In this webinar the lecturers will provide commentaries on GDPR, and the data protection laws in China and Korea. We encourage you to take advantage of this seminar as opportunities to gain insights into foreign personal information protection regimes are limited, in particular for jurisdictions such as Korea as the rules and the practices of local regulators are not widely known. In addition to presentations by lawyers from Atsumi & Sakai, guest speaker Dr. Pascal Söpper, a German lawyer from Rakuten Group Inc.’s Global Privacy Office, will discuss current practical GDPR compliance measures. Dr. Söpper has transferred to Woven Planet Holdings, Inc. as of July 1, 2022.

Fumiaki Matsuoka, Partner (Attorney (Bengoshi) admitted in Japan)
Graduated from Kyoto University (LL.B.) in 2005 and qualified as a Japanese lawyer (Bengoshi) in 2006. State Street Trust and Banking Co., Ltd. External Board Member (Audit and Supervisory Committee Member). Mr. Matsuoka advises Japanese and foreign clients on Japan’s Act on the Protection of Personal Information and provides support for Japanese companies when dealing with GDPR, China’s Personal Information Protection Law, and other data protection matters. He is a co-author of “Research Study on Recent Trends of Data Protection Acts in Other Countries,” published by Japan’s Personal Information Protection Commission in 2018 and authored a series of A&S Newsletters on Japan’s revised Act on the Protection of Personal Information:

Feng Qin Chen, Of Counsel (Admitted in the PRC)
Graduated from Beijing University (LL.B.) in 2000 and registered as a lawyer in the People’s Republic of China in 2006* ; she has worked with Japanese law firms and corporate legal departments since 2007 and has a proven track record in areas such as cross-border transactions, M&A and restructuring, China-related matters (including antitrust, intellectual property and labor), and protection of personal information, etc. Ms. Chen has advised numerous Chinese companies, in particular on cross-border matters such as expanding into the Japanese market. She co-authored “Research Study on Recent Trends of Data Protection Acts in Other Countries” (Personal Information Protection Commission, 2018) and is active in providing China-related seminars for Japanese and foreign companies.
Youngseop Song, Of Counsel (Admitted in Korea)
Graduated from Seoul National University (B.S. in Electrical Engineering) in 2007, Yonsei University School of Law (J.D.) in 2013, and the University of Virginia School of Law (LL.M.) in 2020. He is registered as a lawyer in Korea (2013), the U.S. state of Illinois (2020) and New York (2021)* and previously worked in Seoul for eight years with Kim & Chang, Korea’s largest law firm. He has significant experience in supporting clients in the Internet and technology sectors on matters related to data protection, privacy law, antitrust law, M&A, e-commerce law, and copyright law.

Dr. Pascal Söpper (Admitted in the Federal Republic of Germany)
Graduated from the University of Münster in Germany in 2011and obtained his doctorate (Ph.D.) from the same university in 2015; he registered as a lawyer in Germany in 2016* and worked as an associate professor at Niigata University from 2013 to 2016. In 2016 he joined Janssen Foreign Law Joint Enterprise and worked for Atsumi Sakai Janssen Rechtsanwaltsgesellschaft mbH (Frankfurt am Main, Germany) in 2017. From 2018 to June 2022, he worked in Rakuten Group Inc. (at the time, Rakuten, Inc.) Global Privacy Office. In July of the same year, Dr. Sopper joined Woven Planet Holdings, Inc. as Senior Privacy Specialist.
